AI War Games and Who Controls the Framing

By Christine Ann O'Connell · · Originally published on Facebook

The U.S. military recently ran war games that included AI systems and robotics, a rehearsal for what they expect the next conflict to look like.

I've been tracking how the normalization of this technology moves through our society, as someone who uses a lot of AI and is not against AI in the way most people seem to be.

So far, we have seen a Figure 3 robot demoed at the White House education summit: a cute little robot that will educate your kids in the future.

There was also the podcaster with 3 million subscribers who ran lethal autonomous drone tests at his ranch. That's another level of personal security that I assume will only be available to certain people, against other certain people.

Each of those events moved what's acceptable without a vote or a public debate. Instead, we got a headline and a shifted sense of what's normal.

Military exercises are a different kind of signal.

The military has spent decades wrestling with autonomous weapons precisely because the accountability questions don't have answers. When an autonomous system makes a targeting decision and hits the wrong thing, the laws of war require someone to be responsible. That problem hasn't been solved. These exercises suggest that caution got deprioritized.

What I've been watching through all of this is who controls the framing at each stage.

The White House summit and the podcaster demo established the civilian reference point. They make the technology feel familiar through education summits and innovation narratives before the military application arrives.

By the time the military is running public AI war games, people have already decided that "AI everything is happening," but there still has not been a meaningful discussion about how.
